Report to the National Assembly
2011 Biennial Conference, November 28-Dec 1, 2011
I praise God for sustaining the ministries of our local churches and the global outreach of CBAP. Despite having financial challenges, we have seen the hand of God moved and His grace blessing all ministries, projects and events in the 1st Phase of Vision 2025. Our theme for the First Phase of Vision 2025 was “Get on Board”. Key endeavors were accomplished as we have aimed at moving CBAP to new and global directions of ministry.
- Reeducation (Restated Mission, Vision, Values and Ministry Strategies of CBAP)
- Reorganization (Decentralization of leadership structure in the regions)
- Regionalization (Formation of Regional Ministry teams in every CBAP region)
These efforts were accomplished through the combined ministries of local churches, provincial councils, regional councils and the national ministry teams who carried out and completed the task resulting in the following:
- Aligned to the new Mission, Vision, Values and Strategies of CBAP.
- Active in support and development of resources for national and global ministries.
- Adept in implementing new strategies for CBAP ministries.

SUMMARY REPORT: Vision 2025 Strategic Thrusts
1st PHASE (2008-2010)
- MISSIONS: Establishing Churches for missional reproduction

Cross-cultural Missions:
- Evaluated and Revisited strategies in China missions. Nosu Area Visitation (Feb. 10-17, 2010) and Adoption Conference – Feb. 18-20, 2010. Business As Mission strategy consultations with WV held.
- Developed more local church and international partners for the un-reached people groups and mobilized new workers sent out in new fields of harvest. (Kazakhstan and Pakistan)
- Updated Program of missions for CBAP.
- Signed up Dr. Ronald Macam as Missions Director/Mobilizer for Cross Cultural Missions
Sukran is a Maguindanaoan word for “Thank You.” This was the first word I heard from an Ustad (Muslim elder/teacher) when I first visited our field worker in his target community at General Santos City in 2010. The man was grateful for the work (computer literacy) that our worker has been doing among the young people. Through this platform, livelihood program and culturally-relevant means, our worker is able to share the Gospel in a holistic and contextualized approach. Hence, many Muslim mothers and youth were exposed to the gospel message and coming to the saving knowledge of Christ or Isa Al Masih (Jesus the Messiah among the Muslims). Similar things are happening to other Unreached People Groups of Mindanao where CBAP has ministry, especially among the Sangil, Tausug, Maranaw, Kalagan, and Badjao. Ten years ago CBAP “have always tried to preach where people have never heard about Christ” (Romans 15:20, CEV). We adopted the Nosu people of China as a flagship project, then the Sindhi people of Pakistan; started the Muslim ministry in Mindanao, and among others because “we were sure that God had called us to preach the good news there” (Act 16:10, CEV). Our cross-cultural workers are doing well, but the harvest in our target people groups is huge and requires more workers and greater church participation.

Compared to local evangelism and church planting many would recognize its difference in terms of numerical accomplishment. The reason is known to few that cross-cultural work requires more than skills; it entails cultural understanding and strategic approach which are not easily acquired in few years of ministry. The result also implies greater participation of EVERY CBAP CHURCH in terms of prayer, logistics and financial partnership.
In facing this challenge and as we move into the second phase of Visions 2025, the Cross cultural ministry department has developed the following Master Plan:
VISION STATEMENT To glorify God and participate in making disciples of all nations, we envision churches multiplying churches among 10 Least Evangelized Peoples by 2015
Pre-school set by CBAP worker and his team in Saranggani among Tausug; more than hundred children are being served through this ministry. MISSION STATEMENT Missional churches engaged in cross cultural Groaning, Giving, Greeting, Going, and Guiding (5-G movement)

Training of 24 Nosu disciples at Macau, October 2011, in partnership with Ethnos Asia Ministries Cross-cultural ministry is not the work of the national office alone; it's mainly the work of the whole CBAP. Allow me to present to FOUR main challenges if we are to meet our set goals in the second phase of Vision 2025.
INTENSIFIED PRAYER - Mission prayer should truly be our top priority. No one who loves God and missions would dispute this. Prayer must be a priority over giving, as the first step to mission involvement for every member. If the priority of prayer is maintained, and if strong relationships grow between prayer partners and missionaries, giving is a natural by-product. Prayer is also a command from the Lord, a process from which He calls harvest workers.

CBAP worker meeting Sindhi people for relief operation during the flood that affected more than million Pakistani in 2010. CBAP and partners sent around 75,000 pesos for this ministry.
INCREASED GIVING – There is a challenge to stewards of God’s wealth to give; those who give to give more. I believe that when God calls missionaries to go, He also prepares people to pray and people to give. This is a call to them both.
INTENTIONAL GOING – We need more and younger full-time field workers. But “Going” is no longer exclusive for and limited to full-time missionary; short-term missions (STM) now plays significant contribution in reaching the least evangelized people. “Anybody now can go.” CBAP has regular STM in Mindanao and Indo-China every year designed to bless the missionary, the Target people group, and to be blessed as well.
CBAP-sponsored missionary from India leading Bible study among Punjabis in Malabon, an outreach of Sindhi Christian Fellowship, which he is also pastoring.
DIASPORA MINISTRY
- HONGKONG. The fruit of our labor in Hong Kong through the ministry of Rev. Jorge De Ramos is now seen in this 14th biennial conference when we accepted Jubilee International Filipino Fellowship as bonafide member of CBAP. This two-year old church has 60 baptized members and around 80-120 people attendance on Sunday. Pastor Jorge has committed two more years to serve in Hong Kong with his wife, Bolen, and daughter Thea. Let us continue to pray for God’s provision and protection for these dear servants of God.
- UNITED ARAB EMIRATES. A local CBAP church, Victory Christian Church, in Cavite has started a church in UAE; a group of believers have now regular fellowship in Dubai and Abu Dhabi with around 40 people attendance. Through the help of CBAP, a tentmaker, who graduated from IGSL, was sent to UAE to help develop the ministry.
- CANADA. A partnership agreement is being worked out by CBAP and GCF Canada to include: launch new church plants in Australia and New Zealand; Training; Exchange of Resources and Community Transformation efforts. Four GCF Canada churches are being recognized this biennial.
NATIONAL CHURCH PLANTING MOBILIZATION

- 132 New church Plants launched thru Parenting (daughter churches) and Partnering (2 or more churches working together) strategies.
- Held 35 Church Planting Training in Regional Conferences using CBAP CP Manual (in Luzon Visayas Mindanao) to train church planters, prospective church planters and leaders preparing to parent or partner with other churches to give birth to a new church plant.
- Held 25 Church Planting Training Seminars in coordination with CBSAsia and FCL – IGSL program in Luzon Visayas and Mindanao.
- Identified and launched new church plants 15 strategic locations for Center Church.
- 132 new Churches Planted/started in the Philippines, among the Filipinos scattered around the world and the least evangelized people groups by the end of December 2010.
- Hired and recruited new National Church Planters and Church Planting assistants.
- CHURCH DEVELOPMENT: Energizing the body for health and growth

The data shows that of the 140 churches, we can notice,
80.7% having an average of 60-70 active members

These churches were established from the year 1970 to 1990.
Here are the 10 contributing factors:- Little or no discipleship program
- Less evangelism, yet we have so many activities.
- Lack of mentoring program for leaders
- Change of Pastor every 3 years
- Church building not strategically located
- Weak prayer life
- Low emphasis on meaningful worship
- No clear Master plan
- No clear vision and mission
- Lack of finances

FOCUS ON THE FAMILY
CBAP conducted “I STILL DO”, Seminar to Regions, 6, QuemarPa, Laguna, North Manila, South Manila, Region 2, Reg. 3A and B, Mindoro to touch family issues of our Pastors and encourage them to do the same with their leaders and members. It was attended by 78 couples. We offer the Home Builders materials through our partnership with Family Life Ministry of Campus Crusade for Christ. We commit to continue doing the program for the next 4 years. “Salamat sa Panginoon at lalo kung naunawaan ang gusto ng Panginoon sa buhay naming mag-asawa.”

PASTORS AND LEADERSHIP DEVELOPMENT
20 Pastors were trained for Timothy Leadership Training (TLT). It has four Tracks to cover for the next 2 years with action plan so we can implement the program down to the church leaders in our churches.
Praise God for 20 key pastors from Luzon, Visayas and Mindanao taking Timothy Leadership Training.
ORDINATION OF PASTORS
Assisted by the National Office, 37 Pastors from Davao, Regions 1, 3a, South Manila and GCF were affirmed by their respective local church for ORDINATION TO THE GOSPEL MINISTRY.

DISCIPLESHIP OF LEADERS IN THE MARKETPLACE.
Last February 24, 2011, we conducted a Biblical Money Management Seminar which was attended by 84 Businessmen from Laguna, Cavite and Quezon.

The CBAP Women’s Commission spearheaded programs and events around the country, including the sending of Short-Term-Missionaries in Vietnam and Cambodia, leading and trailblazing discipleship, leadership, prayer and mentoring ministries. YouthSENTral Report:
The Youth Commission of CBAP
As the Youth Ministry arm of CBAP, YouthSENTral supports Vision 2025 by developing movements of Jesus’ disciple-makers that significantly impact youth communities and churches ‘glocally.’
The past two years have provided opportunities for YouthSENTral Team to help youth leaders learn from Jesus’ life and ministry and how to apply the principles in their own contexts. These avenues came through trainings/workshops, camps/conferences, follow-up meetings, consultation with regional leaders and other activities. Praise God for accomplishments. - CBAP Regional Ministry Teams supported the expansion of CBS-Asia in all CBAP regions.

- COMMUNITY TRANSFORMATION:
Empowering people for Comm. Transformation
- Employed CBAP Community Transformation Coordinator to supervise Grace for Asia Projects in the Philippines (i.e. UBE Mindoro, Arakan Livelihood Farm for Pastors, Davao del Sur Swine Raising, and San Vicente Samar Fishermen’s Cooperative).
- Developed partnership with the new leadership team of Grace Asia Foundation, Glendora California to support Provision Financing Project for 250 beneficiaries in Laguna.
- CBAP organized UBE Mindoro to help the churches in Mindoro in their livelihood.
Short Testimony:
I am thankful to the Lord Jesus Christ for giving me the opportunity to become a member of UGNAYAN AT BALIKATAN PANG-EKONOMIYA SA MINDORO CBAP (UBE-MINDORO CBAP) as well to the CBAP (Conservative Baptist Church of the Phil.). By the help of UBE-Mindoro, I have now my own capital and became a producer of ginger production here in Mindoro.

Happy Valley Baptist Church
Happy Valley Roxas, Oriental Mindoro
Ben Chavez is one of the UBE –Mindoro members who was given a privilege to be a part of the said project. He plant 350 kilo of Ginger and harvested 3,000 kilo of ginger after eightmonths. It was sold in the market about P20.00 per kilo. The family of Chavez was very thankful because of a great number of productions. Actually he bought a property in Happy Valley measuring 600 sqm. for house building and paid all the tuition fee of his children in secondary and tertiary level.

CBAP RELIEF OPERATIONS
At the close of October 2011, the Philippines were visited by two very powerful storms and flooded practically most of Luzon. CBAP with the help of assistance and volunteers from GCF family, Region 3 leaders and the coordinated efforts of CBAP regional Ministry Teams provided recovery and relief assistance to 3,500 families in various provinces. We were able to help with cash assistance to churches as far as Tuguegarao, Isabela.

As we aim to catalyze the discipling of every nation for Jesus Christ and become instruments in nation building, God has also opened doors for CBAP leadership to be part of Global movements of God. Recently, I was elected to be Board member of the Philippine Council of Evangelical Churches and Philippine Relief and Rehabilitation Services and appointed PCEC Deputy National Director for National Capital Region. I have also chosen to be actively involved in the Christian Bishops Conference of the Philippines representing our association in various national events and ministries promoting peace, economic recovery, poverty alleviation and protection of environment and Climate Change, Honest and Orderly Elections, etc.

Continued to be amazed by the power of the gospel, God opened a door also for me to be involved in leading a church planting team in Subic Bay Freeport Zone (SBFZ), which we are also welcoming in this biennial, discipling the residents, internationals and influencers in the zone and supporting church plants in the province of Bataan and Zambales.
All these were done through the faithful service of the CBAP staff, thousand of volunteers, pastors, elders, deacons, church leaders and active members of each local church around the association.
I am thankful for the encouraging support of the CBAP National Council led by President Mark Sosmena. The last four years were not easy with all the transitions and the economic crises the globe experienced.
I praise God for all-out support of my wife Jeni and my children to my ministry at CBAP.
Truly, God is on the Move at CBAP. We are privileged to follow Him wherever He leads us in the next years in the accomplishment of Vision 2025. We will serve Him and give Him glory in all things.

CBS-Asia’s Role in the Fulfillment of Vision 2025

In our effort to assist CBAP in fulfilling Vision 2025, the seminary has set a number of goals at the beginning of the year. When these are accomplished, they would help the association establish the desired number and quality of local churches.
To establish 2,025 local churches in every city and municipality in the Philippines is an ambitious goal. This requires more church planters who will sow the seed, consolidate new believers, and form and organize congregations. Further, the vision necessitates pastors who will nurture and develop these new churches to reproduce more churches and perpetuate the cycle.
